I'm sure I haven't provided all the info you guys would need to help me here so please let me know what I've missed. I don't really have a budget but wouldn't want to spend more than $1000-$1500 or so. Ultimately I'd like something that fits in the space of the case above that can handle at least 20TB of storage (those 4k, HDR rips are brutal!) and maybe not be hot-swappable but at least easy to replace failing drives. So if I did rebuild from scratch I'd likely be looking to do something windows-based or at least windows friendly again.

Plus I'm not familiar with Linux at any more than a passing level. I don't think I'll ever use this server for anything much beyond what I'm currently using it for (central storage, usenet, sonar-type apps) so I'm afraid most of what you guys discuss here is overkill. Am I really rolling the dice by continuing to run the old processor and motherboard? I thought it was a 64bit OS but maybe that doesn't matter. Am I maxed at 2TB drives if I replace some/all? I searched all over the place for that old chipset and couldn't find an answer. I couldn't find the memory or hd's but I think there's 16gb in there and about 6TB total over 4 1.5TB "green" WD drives.
